Who are we?

CICES International – International Council for Economic and Social Cooperation – offers an independent support force to countries in transition, whether democratic, economic, social, or cultural… Born in Lille, the diplomatic and regional capital of Hauts-de-France, in 2023, amidst a tense international context, CICES is an innovative diplomatic organization founded by committed citizens who believe that cooperation can once again become a lever for peace, stability, and development.

It also has a presence in Paris, Brussels, and Geneva. Its legal form is a Cooperative Society of Collective Interest (S.C.I.C).
At the crossroads of traditional approaches and emerging models, CICES acts with agility and discernment. It supports public and institutional actors who wish to move away from isolated approaches by offering them concrete, transparent, and sustainable solutions.

Faced with the mutations of the world, CICES chooses to embody a diplomacy of trust, oriented towards the future.

The International Council for Economic and Social Cooperation

The International Council for Economic and Social Cooperation is a non-governmental entity aimed at coordinating multilateral cooperation for countries in the process of economic and democratic transition.

Primary objective

Duty of vigilance

In a world of constant instability, where some authoritarian powers seek to expand their influence through war, terror, or coercion, the duty of vigilance is more important than ever. In the face of these threats, it is essential to remain clear-sighted, committed, and united to defend the principles of freedom, peace, and human dignity.

These values enable us to stay true to our mission while addressing the complex challenges of global development with integrity and determination.

Our vision

In a world undergoing reorganization, CICES offers a different path: one of agile, free diplomacy deeply rooted in human values. We believe that the stability of nations depends on enlightened governance, built on democratic transparency, listening to civil societies, and involving responsible economic actors.
Our strength lies in our ability to act proactively, at the highest levels of governance, as a strategic and independent support force. Our vision is holistic: we approach each situation in its entirety—political, social, economic, cultural—to craft responses grounded in the realities on the ground.

CICES is not just a simple interface. It is a space for exchange, trust, and alliance between public and private spheres, non-profit, serving a more balanced future.
CICES complements traditional diplomatic channels by offering agility and proximity that are often difficult to mobilize within conventional frameworks, along with a frequently disruptive perspective on the situations encountered.

Diplomatic time alone is no longer always sufficient to respond to the world’s urgent needs. CICES proposes a different approach: independent, agile, and free from influence-driven logics. We provide strategic cooperation based on trust, transparency, and co-creation with public, private, and civil actors.
